Notification of new elpa packages can be as important as notification of
new Emacs versions, at least for some packages.

But perhaps there should be a way for users to register for notification
only for packages they care about? 

If reading email with Gnus, it's probably possible to write a filter
that checks what packages are locally installed, and drop all other
messages.
