How can I make emacs22 display what it detects as the encoding of a
file at the bottom of the frame (preferably next to the filename)?

Let it use the standard mode-line! Or, launch it as 'emacs -q'.
Here is an excerpt of the mode-line's left end (or start) with
encoding information when run without windows in a terminal emulation:
-UUU:%%-
Click with the mouse cursor into the encoding field!

Thanks Pete. I was hoping to avoid that click! Anyway, maybe I'll take
up some Lisp hacking and see what I can do.
