If people download emacs-*.tar.gz, unpack it into, say /tmp/src, then ./configure --prefix=/usr/local; make; make install, then surely afterwards /tmp/src can be deleted without any ill effects. This has been said previously in this thread. It might be what Anil is referring to, I'm not sure. The *.el and *.elc files installed in /usr/local are a different beast entirely.
