Your own files should be placed in the site-lisp directory. (Type C-h v load-path RET, then you will see which directory that is, exactly.) This way, they can survive an Emacs upgrade. You can also put them into the c:/foo/bar directory and then do (add-to-list 'load-path "c:/foo/bar") in ~/.emacs. -- A preposition is not a good thing to end a sentence with.
