* why does emacs (21.2.1) insist on backing up version controlled files?

Hi All-
    I think this is a known problem, but I'd like to be sure and know
if there is a work-around:

    I'm setting make-backup-files and vc-make-backup-files both to
Nil; yet I still get backups of version controlled files (ex:
pkg.spec.~1.10.~).

hmm..
my installation (Red Hat Linux 9.0, emacs 21.2.1)
has no variables vc-cv* or cvs-s*

M-x load-library RET vc-cvs RET, then try again.
