This mismatch is the root cause of the problem you are having. The solution for you would be to change your locale to be a UTF-8 locale, i.e. a locale which uses UTF-8 as its codeset. Then Emacs will default to UTF-8 when it decodes the man page, and you will see the hyphen characters instead of binary bytes.
