My Emacs is with version 25.3 tar ball. But Emacs window show 25.3.1 after
compile. Is it normal that point release version 1 is appended to every
25.3 or 24.4 etc...

Yes, it's normal. The ".1" part means "build 1". If you modify some
source file and rebuild Emacs, the next build with identify itself as
25.3.2, etc.
