The latter.  The problem could happen with the emacs-25 branch as
well, and adding this piece of information cannot possibly break
anything on the release branch.

You don't need to merge yourself, someone else will.  But if you want
to do it yourself, you will find the information in CONTRIBUTE, in
admin/notes/git-workflow, and in comments inside admin/gitmerge.el.
