The issue: 1) When I do `M-x gnus RET', Gnus' libraries get compiled. 2) When I re-start Emacs instead and then do `M-x gnus RET', the libraries are not re-compiled. Am I missing something? Gnus was only an example, it also doesn't work when I load a .tex file with RefTeX enabled. RefTeX libraries are not compiled. I basically stick with 77 .eln files forever. So I think the only way to make progress here is to run Emacs under GDB, with a breakpoint in maybe_defer_native_compilation, and if and when it breaks, see what goes on there. In general, this breakpoint should break as soon as you invoke some command that loads a .elc file for which there's no corresponding .eln file. If we don't want to have errors raised by the deferred compilation when an Emacs with native comp support is running without the native compiler available I think we should guard against `native-comp-available-p' inside 'maybe_defer_native_compilation'. I don't think we can move the initialization of native-comp-eln-load-path to after the call to command-line, because Lisp packages can be loaded as early as while loading early-init.el. So we need to initialize native-comp-eln-load-path as soon as we have user-emacs-directory, and then amend the value after calling command-line.
