Reading the source at https://github.com/casouri/tree-sitter-module and https://github.com/camdencheek/tree-sitter-go-mod/blob/main/Makefile this looks like an issue with the build script in https://github.com/casouri/tree-sitter-module, renaming the go-mod.so file fixed the issue. The correct name is libtree-sitter-gomod.so. So this is your local system configuration issue, not a bug in Emacs. Please don't use the outdated script from https://github.com/casouri/tree-sitter-module, use the one in admin/notes/tree-sitter/build-module directory in the Emacs Git repository instead.
