I think should make an exception to rule 2 for character sequences that are displayed as some character in the user's language: those must be folded, otherwise the result will be very confusing. For example, searching for ñ (one character) should also find a sequence of 2 characters ñ, and vice versa, even for languages where ñ can be typed on the keyboard.
