That's my understanding as well.

As long as Emacs does not forcibly raises one of its other frames (on
my system and with Emacs 23.4, it doesn't), which other window gets
focus is up to the window manager, AFAIU.  FWIW, I see the desired
behavior on my system, so it's not impossible.
