      Prefer ~/.config/emacs to ~/.emacs.d if neither exists

      That way, when Emacs starts in a fresh home directory,
      it prefers the new (XDG) convention rather than the old one.
      * lisp/files.el (locate-user-emacs-file): Make the parent
      directories of user-emacs-directory if needed.  This is useful
      if user-emacs-directory is "~/.config/emacs" and "~/.config"
      does not yet exist.
      * lisp/startup.el (command-line):
      * lisp/subr.el (user-emacs-directory):
      Prefer XDG_CONFIG_HOME to ~/.emacs.d if neither exists.

We never discussed such a change, and I'm not sure I personally agree
with it.  XDG and its ~/.config directory is just one convention; why
should we go after it by default, when there's no XDG setup visible
anywhere in sight?  Why should we force this convention on platforms
other than GNU/Linux?  That doesn't sound right to me.

Please don't make such changes without discussing them first.  And
let's talk about this one now, before the related changes spread too
wide and too far (as I see emacsclient already did).

I'd like to point out that this change also doesn't really work as
intended.

My expectation is that if ~/.config/emacs exists, it should be preferred
as it marks a clear indication that the user wants this path.

I'm fully ambivalent about the default if none exists.

Since I'd really like to follow XDG, I tried to move everything to
~/.config/emacs, but ~/.emacs.d is still created early during startup
anyway. This causes user-emacs-directory to be set to ~/.emacs.d. Even
manually setting user-emacs-directory in early-init doesn't prevent the
directory being created.

I think the change is not yet complete, so I can understand why it
doesn't work consistently yet.

I think we should first agree on what should happen, and only then
start implementing it.

I think this is because user-emacs-directory is a defconst, see the
recent discussions of bug#583.

People were already confused about ~/.emacs and ~/.emacs.d, and now this
third thing just complicates things more.

For people preferring to maintain the Emacs config in ~/.config, they can
probably create a simple symlink to there from ~/.emacs.d :)

We're not forcing the new convention on any platform, as people who prefer the 
old convention can still use it and Emacs will continue to respect that 
convention on all platforms. That is, users who prefer the old convention won't 
need to do anything special to their home directories that use the old 
convention; they can just run Emacs as before and it will work as before.

The issue came up when I was testing a fix for the bug Glenn reported 
<https://bugs.gnu.org/583#56>. There are four cases when Emacs starts up:

(1) only ~/.config/emacs (the new-convention directory) is present, where Emacs 
obviously should use that;

(2) only ~/.emacs.d (the old-convention directory) is present, where Emacs 
obviously should use that;

(3) both directories are present, where I recall that we discussed that Emacs 
should use the new-convention directory; and

(4) neither directory is present, which we did not discuss explicitly but I 
reasoned by analogy with (3) that Emacs should also prefer the new convention 
when either the old or the new will do.


It would be quite odd if case (4) were done the opposite way, because then Emacs 
would prefer the new convention for case (3) and the old convention for case 
(4), and this mixup would likely cause more confusion than it would cure.

Whatever we decide about case (4) should be independent of platform, since some 
users move config files between GNUish and non-GNUish platforms or share these 
files via network protocols or run Emacs on both GNUish and non-GNUish 
platforms, and it would cause unnecessary trouble for users if Emacs behaved 
differently on GNU/Linux versus other platforms.

Your terminology presumes the conclusion ;-)

I'd call them differently: There's the XDG-convention and then there's
the native-convention.

FWIW, I argued for the other choice but as long as ~/.config/emacs is
never automatically created, it's probably OK.

Basically the argument is "if the user consciously chose to use the
weird XDG setup, then let's obey those wishes".

I don't think (3) and (4) need to be linked.

Making (3) prefer ~/.config/emacs basically means we're on the path to
deprecating ~/.emacs.d.  I don't think I'm ready for that.

BTW, ~/.config/emacs/init.el seems to be an exception in the XDG space
because in my experience all those ~/.config files are normally expected
to be manipulated via GUI options, rather than by editing them directly.

It seems to me that GUI programs and desktop environments adopted the
XDG Base Directory Specification first. However, nowadays there are also
a command-line and other programs which use ~/.config (or
XDG_CONFIG_HOME) for their (hand-edited) configuration files. Examples I
remember are git, mpv (a media player), i3 (a window manager) and ASDF
(Common Lisp's system definition and configuration framework).

About the topic: I like to see Emacs going towards XDG directories.

That's exactly my view on this issue.  We cannot assume the user
prefers the XDG conventions without at least some indication to that
effect, not after using .emacs.d for so many years.  It would violate
the principle of the least astonishment.

We also cannot assume that a new user prefers the traditional conventions. On 
the GNU/Linux platform that I'm typing this message on, XDG conventions are 
commonly used by applications and are friendlier to new users.

That being said, you and Stefan both voiced objections, so I slaved away on a 
hot stove and wrote the attached proposed patch, which I hope addresses them.

This area has been quite a mess for some time, and it's not much fun to work on 
it - no wonder nobody else volunteered! If it's any consolation, the attached 
patch does shrink the number of lines in the source, ever so slightly.
