Which AFAIU means your xterm is too old, and doesn't support the
(relatively modern) interface used by Emacs to interrogate the
background color.

Or maybe Debian (who are known for customizing the heck out of Emacs
behind your back) did something to xterm.el, like set
xterm-extra-capabilities to some non-default value...
