The bug numbers could be entered in etc/PROBLEMS. Most entries in PROBLEMS should be about issues with software beyond Emacs, or with misconfigured systems or software, or with incorrect Emacs usage that many users tend to hit. I don't think bug reports will replace those. Also, searching PROBLEMS is orders of magnitude easier and faster tha= n searching through the bug tracker database.
