DLL search is done by the OS. See here:

The 'file' command is one way.

They are both MinGW programs, so I don't understand why you would need
to keep them apart.

There's only one procedure to build Emacs on Windows, so yes, you can
assume that, and it will be almost certainly true.

Suit yourself, but then don't be surprised when you have such
problems.

Now, _that_ you should keep separate from MinGW.
