It looks like either LaTeX or (less likely) org-latex-preview don't
support bidirectional reordering well enough, because the original
"before" image looks OK to me.  If LaTeX is the culprit, you should
report this elsewhere, and if org-latex-preview is the culprit, I
guess the better place would be on the Org mailing list (and they will
bring it to the Emacs development/bug tracker if they thunk the
problem is in core).
