Before you visit a file:

  C-x RET c CODING RET C-x C-f FILE RET

After you visit a file:

  C-x RET r CODING RET

where CODING is the coding you want, e.g., chinese-iso-8bit.

  M-x set-variable RET tab-width RET N RET

where N is the width.
