This can legitimately happen as long as the release cycle of Emacs 30 didn't start. We don't (or cannot, really) demand that each code change will include all the necessary updates to the manuals. So people who track the master branch must get used to look in NEWS for any such changes; we don't promise that the manuals on master will be always up-to-date. AFAIR, Thierry plans to update the manuals later, but for now let's leave this particular aspect out of this discussion, to avoid too many tangents.
