This revision broke the Windows build because encode_terminal_code was
made static, but w32console.c calls it. I fixed it now (I hope) in a
followup revision 103626.
Paul, please grep all the sources before making such changes; GCC and
other diagnostic tools run on a single platform will never tell you
the whole truth. TIA

this particular instance because I misinterpreted its
