find_start_value = CONSP (state.levelstarts)

: (state.thislevelstart >= 0

: find_start_value);
Or maybe even this:
find_start_value
= CONSP (state.levelstarts)
? XINT (XCAR (state.levelstarts))
: (state.thislevelstart >= 0 ? state.thislevelstart : find_start_value);
