Which part of the manual led you to expect the above behavior? By default, Emacs only folds "canonically-equivalent" characters, and those two aren't equivalent to 'a'. If you want them to be found, you need to customize the variables described in the manual to add more variants. I don't think this is a bug, Emacs is working as intended.
