Add Makefile rules for generating html version of Emacs FAQ.
* doc/misc/Makefile.in (HTML_TARGETS): New.
(clean): Delete $HTML_TARGETS.
(emacs-faq.html): New, for use with the gnu.org Emacs webpage.
implicitly makes it so MAKEINFO_OPTS is prohibited from including any
options that conflict with --html. That might not be a good idea;
perhaps a separate variable is warranted, to replace MAKEINFO_OPTS in
HTML-related command lines.
