FWIW, I just installed a stock Emacs 26.1 on that machine, patched its
package.el with the change committed for this bug, and the problem
disappeared for me. I repeated the recipe twice, both with French and
Czech language environments, and they both work fine. So there's some
other factor at work here, and I don't know what that could be.
