To reproduce:

 emacs -Q
 M-x list-faces-display RET

The fixed-pitch-serif face is not shown

Likewise if you try "M-x customize-face RET": that face isn't in the
completions shown by TAB.

All of that happens because face-list returns a list where this face
is absent, but why?

Please ignore: this doesn't happen on the release branch, only in the
released Emacs 25.1.  I guess it's somehow related to the fact that
the change which introduced fixed-pitch-serif didn't make it into
Emacs 25.1 for some reason.
