But when the WM doesn't do it, I don't find it good that emacs doesn't
do it either. Emacs is not only used with smart WMs. Most of the time
I work on Windows and I find annoying the placement of new frames. I'm
quite happy to be able to use make-frame-on-current-monitor and I
would have liked to be able to generalize this use.
