The Emacs 24.1 Release Candidate Windows Binaries have been published in

http://alpha.gnu.org/gnu/emacs/pretest/windows/

The binaries were built using the following libraries:
giflib-4.1.4-1
gnutls-3.0.9
jpeg-6b-4
libXpm-3.5.8
libpng-1.4.3-1
tiff-3.8.2-1
zlib-1.2.5-2

See the README.W32 file included in the distribution for more 
information on how to obtain binaries necessary to make use of certain 
Emacs features.

Please report any bugs that you come across via M-x report-emacs-bugs,
or email bug-gnu-emacs@gnu.org.

GNU Emacs 24.1.1 (i386-mingw-nt5.1.2600) of 2012-06-02 on MARVIN

I am surprised by the above version number being > 24.1.  Does it sound
right to you?

Yes, definitely.  It should be read as "build 1 of Emacs 24.1".
