I think it would be a good idea to capture the package admission/purging
policies of "GNU ELPA" (GNU/ELPA?) in a publicly accessible manner at
http://elpa.gnu.org landing page or http://elpa.gnu.org/packages.

Let a note be added in BOLD letters saying that Emacs official archives
should always be referred to fully qualfied as "GNU ELPA" in much the
same way that GNU/Linux is referred to.

Let's not beat Bastien even after he has unequivocally stated his
intent.
