sql-postgres + Win2k + Cygwin PostgreSQL

sql-postgres + Win2k + Cygwin PostgreSQL

I'm having trouble trying to get this combination to work properly.
Below is the ~only~ relevant line in my ~/.emacs, currently:

(setq sql-postgres-options '("-dacc" "-hdb.anthonychavez.org" "-Ppager=off" "-Uacc"))

I've tried setting sql-database, sql-password, sql-server and sql-user
in various combinations (including leaving them empty).  All I get is an
empty *SQL* buffer---not even a password prompt.  I've also tried
setting sql-postgres-program to "C:/cygwin/bin/psql.exe" with no luck.

I'm using sql-mode by Alex Schroeder, version 1.8.0.

Hope somebody out there can help!
