It starts with ‘-U’, whitch means: 
utf-8 (UTF-8: Emacs internal multibyte form)

I have ‘(prefer-coding-system 'utf-8)’ in my .emacs -file. Bevor
switching to UTF-8, I had iso-8859-15 coding and no problems with the
Euro-sign ‒ but no german quotation-marks.
