It seems there will be a link to this page - probably moved to gnu
servers - from the splash screen. Do you really want to link to
Lennart's own distribution of emacs?

Installing Emacs on Windows
EmacsW32 is a set of patches for GNU Emacs which make it integrate
better with Windows. The EmacsW32 installer will help you install both
GNU Emacs (version 22) as well as EmacsW32 itself.
After you install Emacs with EmacsW32, you can start Emacs from the Start menu.
