this may result in a file of one character, a newline, which
is probably not what you want.  you can try, instead:

  > "$1"

that is, no echo command, only redirection.  if that fails,
you can try:

  cat /dev/null > "$1"

if that fails, it means /dev/null is broken (weird!).
