This seems to happen in the 22 branch as well.
If you `make bootstrap' (which dumps eg emacs-22.1.90.1) followed by
`make install', then as part of the install `make src' gets run, and
dumps another emacs (eg emacs-22.1.90.2). That shouldn't happen. I
guess the bootstrap is messing with the timestamp of something.
