Sorry, I don't understand what you mean. What part of what I write
above have I misunderstood?
Here is some code from sgml-mode.el:
(defvar html-quick-keys sgml-quick-keys
"Use C-c X combinations for quick insertion of frequent tags when non-nil.

This takes effect when first loading the library.")
and later comes:

It looks to me as the user makes a choice to have these bindings. Is
it then still not allowed to bind keys like this?
