emacs has no FFI, so you will have to hack the sources of emacs to add
qt primitives to emacs lisp.   (Or just add a FFI).  Then  you will be
able to write qt applications in emacs lisp.

Unless you meant to use emacs just as an editor to write C or C++
programs, in which case see the other answer.
