* emacsW32 find-file does not show the current buffer file path?

on unixes, when you do find-file, the default path is the path of the
current buffer's file.

On emacsW32 (Windows), the default path (sometimes) is the last
directory opened.

Is this intentional? How can i set it to the normal emacs behavior?
