Heres the behavior that does not make sense (to me)
emacs ;; Start emacs. It starts in *scratch* buffer
info ;; Start info with C-h i
m elisp ;; elisp node
m buffers TAB ;; I get an icicles completion window with "buffers"
and "buffers and windows"
Select one of them
q ;; exit info
Instead of putting me in the *scratch* buffer where I started its in
the "buffers" and "buffers and windows" completion window
