Subject: [Windows] What is the difference between emacs.exe and runemacs.exe?

Just curious: What is the difference between emacs.exe and
runemacs.exe?

Why not one exec emacs.exe and that's it? I am aware of the addpm.exe
which is supposed to "install" emacs in the registry, but then why
runemacs.exe?
