Emacs 21.2 is using black on black for the default colors
in non-X11 mode when the termcap capabilites AF and BF
are present for the TERM I am using.
Using -bg and -fg works OK, but the default color scheme of
black on black is not all that readable (!).
Is this a known bug?

No, this is not a known bug.
What were the colors of the terminal before you invoked Emacs?
Also, please read the entry in etc/PROBLEMS whose header is "Colors
are not available on a tty or in xterm" and see if some info there
helps you understand the cause for the problem.

I believe so...

Foreground and background colors. I am going to spend a bit more
time narrowing this down, it may be a Cygwin curses issure, it
may be emacs, it may be termcap/terminfo...
