I think your latter suggestion is a good one.

We are planning an 8.0 release of MH-E in the late fall. Is there an
Emacs release planned before, say, December, or can this wait until my
planned drop?

Unless these two files are also on the RC branch (sorry, it's not easy
for me to check myself), I don't see any reason why the change
couldn't wait a few months.
