* emacs 24.3 vc-annotate (svn backend) command garbled

I used Emacs 23.2 for a long time. Recently I moved to Emacs 24.3.
In 23.2 I could do vc-annotate (with svn backend) and it was alright.
In 24.3 I get this message in the output buffer:
svn: '\201E\277-r210089' is not under version control
Emacs actually shows \201 and \277 as one char each. Maybe the command it's trying to execute gets garbled.
Is this a problem with my settings? Is this a bug?
Here is my configuration:
Machine: Windows 7, Service Pack 1, in Japanese, 64-bits.
Emacs installed from http://ftp.gnu.org/gnu/emacs/windows/emacs-24.3-bin-i386.zip.
Svn version 1.6.5 (r38866).
File encoding: utf-8-with-signature-dos.
The file path contains only ASCII characters.
