Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

The file emacs-21.3/bin/fns-21.3.1.el is missing.

One observation is that in http://ftp.gnu.org/pub/gnu/emacs/windows/
(the site I got the instalation from), the following files have a
non logic size:

 emacs-21.3a-bin-i386.tar.gz          21-Feb-2004 14:38  18.2M  
 emacs-21.3a-fullbin-i386.tar.gz      21-Feb-2004 14:48  17.9M  	

As you can see, fullbin is smaller than bin.

I installed emacs-21.3a-fullbin-i386.tar.gz, but then I looked into
emacs-21.3a-bin-i386.tar.gz and the missing file is also missing
there.
