In unix, it would be chmod(2).
In emacs, you could try M-x apropos RET mode RET
Perhaps set-file-modes would do?

Use Dired (dired-aux.el): `M'
Mark any files or subdirectories you want to change, then hit `M', then type the
new chmod value you want.
You can also use Wdired, and just edit the permissions directly. But I recommend
the Dired `M' command (`dired-do-chmod').
