Yes, when you make it one window in one frame.

Yes, it could be possible to actively manipulate frame parameters via
local variables – with side-effects on other frames. From time to
time one meets similiar files that execute ELisp code when they're
opened in GNU Emacs.
Another option would be to use "specialised" faces in the windows ...
