For me:

     #+begin_src bash :results output
     ssh phone "echo foo>foo_file" ; echo "bar"
     echo more
     #+end_src

     #+RESULTS:
     : bar

And, telling SSH to not swallow the remaining commands (option '-n'):

     #+begin_src bash :results output
     ssh -n phone "echo foo>foo_file" ; echo "bar"
     echo more
     #+end_src
    
    #+RESULTS:
    : bar
    : more
