Actually, you could, with the _color_ themes that inspired Emacs's _custom_ themes. See Emacs bug #15687: http://debbugs.gnu.org/cgi/bugreport.cgi?bug=3D15687 This was one thing that Emacs did not get right wrt themes - a major failin= g. So far, at least.
