* window-number elpa package stopped working in emacs 28.

Not sure what else to say here. The window-number package worked fine for emacs 26 and 27 
but now that I am using emacs 28.0.50, it’s like it doesn’t exist. The window number no longer 
shows in the mode line, and the M-<window number> shortcut does nothing.

FWIW, I believe I switched to use winum at some point.  I can't
remember, but it is possible that it was due to similar problems as the
ones you are reporting.

If you do try winum, you might prefer to set `winum-scope' to `frame'.

Thanks! Worked like a charm. Although I am keeping `winum-scope’ on global for now.
