copy-directory and dired-copy-file issues in emacs-23

Hi all,

I see copy-directory and dired-create-files have NOT been modified in
emacs-23.

The behavior of copy-directory in emacs-23 (i.e copying only contents of
dir) is stupid.
Thus, emacs-24--copy-directory have an option to enable this feature if
one want to use it, so no excuse to keep this.

Could you fix that? (by merging Emacs-24 copy-directory and
dired-create-files in 23).

Note that in addition to copy-directory, this make a bug in
dired-copy-file and dired-copy-file-recursive when one want to use them
out of dired-create-files.

Why not send another reminder when/if it is confirmed there will be a 23.4?
(IMO, it seems unlikely, so why waste effort on it now.)

If the bug where you initially reported the issue is marked "found in
23.x", "fixed in 24.1", then you don't even need to do that.
