Traditionally this argument has cut very little ice in Emacs.

There is no data on this; but I certainly respect your opinion as the
author of vc-dir.

The only way I see to do this and comply with your restrictions is to
add something like vc-cvs-dir-stay-local (yuck), default nil; or
remove this feature altogether.

Svn currently does not contact the repository by default, which is how
it was before my changes too. Do you want any changes making there?
