IIUC the helm-R-pkg.el is malformed and so the same applies as the last
time this was reported:

    Presumably re-running package-install or causing make to rebuild
    this file should fix the problem, but if it doesn't, give us some
    details.

(It looks like that file is pretty old, since it has dates in 2012.)

No, he said whether "nil" was quoted or not did not matter.
